1 lb. sirloin or flank steak, thinly sliced against the grain

FOR SAUCE
1/2 c. low-sodium soy sauce
2 tbsp. rice wine
2 tbsp. chili garlic sauce
2 tsp. sesame oil
1 tbsp. minced ginger
3 cloves garlic, minced
1 tbsp. cornstarch
Canola oil, for frying
2 large carrots, sliced into matchsticks
1 red bell pepper, sliced into matchsticks
6 dried chile peppers
2 green onions, thinly sliced, for garnish
Sesame seeds, for garnish
